Sealed proposals will be received by the Library Board at the Board Room of the Hoover Public Library, 200 Municipal Drive, Hoover, Alabama 35216 until 10:00 a.m. CDT June 7, 2012 for the Hoover Public Library Re-roofing (Bid No. 15-12), at which time and place they will be publicly opened and read.
A cashier’s check or bid bond payable to the Library Board in an amount not less than five (5) percent of the amount of the bid, but in no event more than $10,000, must accompany the bidder's proposal. Performance and Labor and Material Payment Bonds, proof of insurance, and a complete list of subcontractors and suppliers will be required prior to the signing of the Contract.
The Contractor whose Bid is selected must furnish a Performance Bond for one hundred percent (100%) of the Bid amount and a payment bond for fifty percent (50%) of the Bid amount. Bonds must be secured from a bonding company’s representative agent authorized and licensed to do business in the state of Alabama.
Each bond shall be countersigned by an agent of the Surety having residence in the state of Alabama, and is authorized and licensed to do business in the state of Alabama and each bond shall depict the complete address of said agent.

Bid Documents may be obtained from the office of the Architect upon deposit of $50.00 per set, which will be refunded in full on the first two sets issued to each general contract bidder submitting a bona fide bid, upon return of documents in good condition within ten calendar days of bid date. Other sets may be obtained upon payment of $50.00 per set, non-refundable. No partial sets will be issued. The Architect will not deliver Bid Documents.
A mandatory pre-bid conference is scheduled for 10:00 a.m. CDT May 24, 2012 at the theater of the Hoover Public Library located at 200 Municipal Drive, Hoover, Alabama.
Bids must be submitted on proposal forms furnished by the Architect or copies thereof. All bidders bidding amounts exceeding $50,000.00 must be licensed under the Provision of Title 34, Chapter 8, Code of Alabama, 1975, and must show evidence of license before bidding or bid will not be received or considered by the Architect; the bidder shall show such evidence by clearly displaying his or her current license number on the outside of the sealed envelope in which the proposal is delivered. In addition, proposals shall be clearly identified on the exterior of the package with the bidder’s name, address, the name of the project being bid, and time and place of the bid opening. Sealed proposals shall be submitted in triplicate. No bid may be withdrawn after the scheduled closing time for receipt of bids for a period of sixty (60) days. The Owner reserves the right to reject any or all proposals and to waive technical errors if the best interests of the Owner will thereby be promoted. All proposals received after the date and time of the bid opening noted above will be returned unopened.
Non-resident bidders must accompany any written bid documents with a written opinion of an attorney at law licensed to practice law in such non-resident bidder's state of domicile, as to the preferences, if any or none, granted by the law of that state to its own business entities whose principal places of business are in that state in the letting of any or all public contracts in accordance with Alabama Law (Regular Session 1984) Act No. 84-228.
